Episodes 1-7 open with Lucy, a horned Diclonius with lethal telekinetic "vectors," escaping a covert government research facility. Gravely injured, she washes ashore near Kamakura with a fractured personality — the docile, amnesiac "Nyu" — and is taken in by college student Kouta and his cousin Yuka, unaware of her true identity and violent past.

Episodes 8-13 escalate as the research facility deploys special forces and other Diclonius test subjects, including the childlike Nana and the unstable Mariko, to recapture or kill Lucy, while Kouta's own traumatic connection to Lucy's past is gradually revealed, building to a tragic, ambiguous ending that departs from the still-unfinished manga at the time of airing.
