Spandam is the spineless and cruel director of CP9 who orchestrated the Robin incident and the assault on Enies Lobby, wielding only a mediocre sword and Funkfreed—a sword that ate the Zou Zou no Mi—while hiding behind his powerful subordinates. His cowardly brutality toward Nico Robin sparked one of the most emotional scenes in the series, with the Straw Hats and their allies declaring war on the World Government to save her. Thoroughly defeated and humiliated by Franky and Robin, he remains one of the series' most despised villains despite his relatively low combat power.
