Rob Lucci is the strongest agent of Cipher Pol and the principal antagonist of the Water Seven/Enies Lobby arc, wielding the Neko Neko no Mi: Model Leopard which transforms him into a leopard or hybrid form of devastating power. His Rokushiki mastery and his Rokuougan technique—an internal shockwave delivered by compressed air—made him Luffy's most physically challenging opponent up to that point in the story. After his defeat, he returned as a CP0 agent and later played a major role in the Egghead Arc, cementing his status as one of the series' most enduring and dangerous recurring antagonists.
