Catarina Devon is the most dangerous female criminal ever imprisoned in Impel Down's Level 6, freed by Blackbeard during the war, who possesses the Inu Inu no Mi: Model Nine-Tailed Fox which allows her to transform into — or replicate the appearance of — anyone she chooses. Her infiltration capabilities make her one of the Blackbeard Pirates' most uniquely terrifying members, as no face can be trusted if Devon is operating in the area. Her specific targeting of female opponents was noted at Hachinosu.
