Gohan becomes the first Super Saiyan 2 in history during the Cell Games — triggered by Cell killing Android 16 in front of him. In SSJ2, his power multiplied to dwarf anything Cell could produce. The explosion of rage and power culminating in his cold, methodical dismantling of Perfect Cell is considered the greatest power moment in Dragon Ball Z.
Achieved via the Elder Kai's ritual — all of Gohan's dormant potential is unlocked without requiring Super Saiyan transformation. In this state, Gohan surpasses even Super Saiyan 3 Goku at the time and easily outclasses Super Buu. He doesn't need to power up to SSJ because his base state IS more powerful.
