Kefla is the Potara Fusion of Caulifla and Kale, two Universe 6 female Saiyans whose merged form produced a warrior of extraordinary power whose Super Saiyan form rivals the output of Goku's Ultra Instinct Sign. Her battle against Goku in the Tournament of Power pushed him into a partial, instinct-controlled state of Ultra Instinct that allowed him to deflect her most powerful energy attacks. As a fusion character whose existence was brief but whose impact on the tournament was enormous, she represents the terrifying ceiling of what Universe 6's Saiyan potential could achieve.
